Any business crossing the GST turnover limit due to the sale of goods (₹40 lakhs in most states, and ₹20 lakhs in the special category states) or provision of services (₹20 lakhs in most states, and ₹10 lakhs in the special category states) in a financial year needs to register on the GST portal before the date of billing.
What most first-time applicants do not realize is that the Application Reference Number (ARN) that they are provided does not mean that the application has been approved but is only a receipt for their application. A significant proportion of applications get GST registration rejected or receive “clarification sought” status due to primary reasons such as discrepancies in name, ambiguity of address proof, incomplete Aadhaar authentication or missing deadlines.
This article explains how GST rejection occurs, what the subsequent steps are, re-application, and the process of checking application status.
What Does “GST Rejected” Actually Mean?
When you submit the Form GST REG-01 on gst.gov.in, the portal will generate an ARN and send your file to the nearest proper officer (under whose jurisdiction you are registered). The proper officer will then either approve it through Form GST REG-06, send a clarification request through Form GST REG-03, or pass a rejection order through Form GST REG-05.
Rejection is not a technical glitch, but a communication based on a fresh, reasoned order; for this very reason, reading the order before any action is taken is important.
What is the difference between a rejected and a defective application?
- Application not complete/defective or returned. The portal or the officer returns the file to you for correction—denoted by return of ARN—latest at the last checkpoint where the non-submit submission is checked (be sure to get an ARN returned here for subsequent corrections), and you resubmit against the same ARN in the same queue position. No rejection order is passed, so there is nothing to appeal.
- Rejected application. The officer is of the opinion that the defect is not of a nature which can readily be remedied by a correction and returns GST REG-05 with reasons for rejection. The application must usually be redone and in many instances the order itself states how long you must wait before submitting again.
- Deemed approval. If the officer fails to act within seven working days of receiving the application or your reply, it is automatically approved — but only where the Aadhaar authentication has taken place, and physical verification of the premises is still due.
Common Reasons Behind a GST Rejected Application
It isn’t that the business is ineligible; it is that the documentation does not reconcile with the government database. The two most critical databases are the PAN and the Aadhaar, and even one difference between the two triggers a REG-03 notice.
What documentation errors lead to GST registration rejection?
- Name not matching the PAN records. The legal name of the business and the name of the proprietor, partner, director, or Karta should be the same for spelling including initials. Trade names missing an initial or middle name can also be flagged.
- Weak proof that the principal place of business exists. An electricity bill with some other person’s name without any no-objection certificate, unsigned rent agreement or any other such document without the entire address showing is one such trigger. A better option will be municipal khata copy or property tax receipt.
- Wrong constitution or business activity. You mention the incorrect business activity.
- Contact and OTP failures. Providing a mobile number or email ID that’s already related to a different GSTIN, or a PAN not linked to Aadhaar, will of course delay verification, and ultimately result in rejection.
Why do Aadhaar, biometric and physical verification issues cause rejection?
- Aadhaar authentication not done. In case you choose an Aadhaar authentication and the details do not validate, then the portal sends you a link requesting you to visit a GST Suvidha Kendra for biometric authentication. Ignoring that request is among the quickest ways to get your application rejected.
- Physical verification of the premises. An officer can under Rule 25 try to physically verify the place of business and you are expected to cooperate and give consent for it. Rejected if it cannot be traced or if the signboard and documents are not in place.
- No response to the registered letter. After the REG-03 notice, the absence of response is abstained as acceptance of the officer’s decision and the matter is closed with a rejection order.
GST Registration Rejected? What To Do Next
Never make a second application on the same day. The order of rejection is a legal document and how the officer has reasoned it out will determine if you file it anyway, file a new one or go on to further steps. Read it thoroughly right away, and you will save weeks.
How do you read a Form GST REG-05 rejection order?
- Pinpoint the precise defect. The prescribed order generally indicates the specific rules — Rule 9, Rule 10A or Rule 25 — and specifies whether documents, Aadhaar authentication or premises verification was ordered. Compare these facts with the fact of what was actually filed by the petitioner.
- Verify a period of time. Some orders require that another new filing can only be made after 90 days from the date of rejection, whereas some allow an immediate corrected filing, so please abide by the order on this rather than general advice.
- Identify the officer and ward/state. Until the code-line representing the state is identified, the application can be applied for any number of un-received applications.
- Keep the ARN and order copy. You will need these if you want to pursue professional support, request a review, or refer to the rejections while dealing with department questions.
How long do you have to respond to a clarification notice?
A REG-03 is required to be answered in Form GST REG-04 within seven working days of earlier reply, and the seven working days rule also applies to upload these corrected documents. If you require an extension, a written application for adjournment to the jurisdictional officer is preferable to moving “filing without waiver” unintentionally.
How to Re-apply After GST Registration Rejection
A new application is simple to implement, once you’ve solved the nature of the original uncorrected error: There is no government fee attached to GST registration. The time is taken in assembling the documentation that passes muster on first submission.
- Collect corrected documents initially. A PAN name, the responsibility contract or ownership letter, a dated and signed rent agreement, a fresh electricity bill with the complete address, and moving out NOC.
- Perform Aadhaar authentication completely. Make sure the proprietor’s/authorised signatory’s Aadhaar is tied to a working mobile number and book the biometric slot at GST Suvidha Kendra if a link is created.
- File a new Form GST REG-01. After logging on to the GST portal, go to Registration, select the relevant constitution and jurisdiction and attach self-attested clearly scanned copies of the documents instead of photographs.
- Handle any additional notice within 7 days. Expect a second request for clarification to be given in premises matters, so check your regular email account and mobile phone every morning.
- Follow new ARN till REG-06 is generated. After approval, download the registration certificate and display the GSTIN at the place of business.
How to Check GST Registration Status
Status monitoring has been self-operated on the GST portal and the process doesn’t take more than a minute, so you don’t really have to wait for your mail! Before you begin, make sure to save the ARN.
- Track by ARN. Visit gst.gov.in, select Services, then Registration then Track Application Status, provide the ARN and also the captcha and submit.
- Once the status message is read off. “Pending for processing” states file is at the officer’s end, “Clarification sought” signifies an REG-03 is awaiting your response, “Approved” indicates an REG-06 has been issued, and “Rejected” refers to an REG-05 has been issued.
- Confirm GSTIN after approval. By Services, then Search Taxpayer and Search by GSTIN or UIN or Search by Temporary ID indicated in the portal.
How Foxtax Can Help With a GST Registration Rejected Case
Foxtax interacts with businesses all over India for registration and indirect tax compliance. A lot of that entails re-doing a lot of files that have already been rejected once. They analyze a REG-05 order, rebuild the documents trail, draft the REG-04 reply where a notice is still open, coordinate biometric appointments and premises verification, making sure the second filing does not repeat the first mistake.
Final Checklist Before You File Again
- PAN name matches the legal name and trade name exactly.
- Aadhaar authentication completed and biometric visit done, if required.
- Rent agreement or ownership proof signed, dated, and matched to the electricity bill.
- NOC obtained from the property owner where the bill is in another name.
- Correct constitution, jurisdiction, and business activity selected.
- Registered email and mobile accessible daily for the seven-day reply window.
- Old ARN and REG-05 order preserved for reference.
A rejected GST application is not a disqualification but a delay. Virtually every rejection is based on a document, which can be easily corrected. Correct the specific defect identified by the officer. Transparent and submit clean papers, keep track of the ARN until certificate is issued. Foxtax performs the entire lifecycle for Indian Businesses.
Frequently Asked Questions
Can I re-apply immediately after my GST registration is rejected?
It will depend on the wording of the rejection order. If the reject was merely for a curable defect, then you can submit a fresh application with the required corrections immediately. If the order was made under Rule 9 after a clarification was refused, then you may have to wait ninety days before applying again.
How long does it take to get GST registration after re-applying?
Once the application has been corrected and the verification of biometric data is done, approval normally takes seven working days (sometimes less if all documents are in order). The applications that require premises approval take longer because the officer has to schedule a physical visit.
Is there any fee or penalty for re-applying for GST registration?
No government fee or penalty is payable for filing a fresh GST registration application even after rejection. Whatever charged is professional/counseling charges and such charges are differentiated on the category of work as also on the inclusion of replies to notices and biometric coordination.
What happens if my GST registration application is rejected a second time?
The second rejection indicates a structural issue, like a jurisdiction mismatch, untraceable premises or PAN-Aadhaar mismatch. By the time of this second rejection it is time to escalate to the jurisdictional officer in written or sought professional advice rather than filing three applications with the same documents.
Does a rejected application affect my GSTIN status or compliance history?
No. A GST registration application, which is rejected, is never assigned a GST registration number. So nothing can be canceled and the applicant’s compliance history is not impacted. On receipt of a fresh application for registration the new registration record begins afresh.
