EPF Registration for Employees: Meaning, Process and Rules in India

Each month, 12% of a salaried employee’s basic pay is transferred from the payslip to a provident fund account, although most employees are unaware of who sets up this account or what EPF registration involves for the employer. Per the Employees’ Provident Fund and Miscellaneous Provisions Act, 1952, any establishment with 20 or more employees is required to register with the Employees’ Provident Fund Organisation (EPFO).

This registration is what enables each employee to receive a Universal Account Number, a retirement fund, pension benefits, and life insurance coverage.

What Is EPF Registration for Employees?

EPF registration for employees happens in two tiers. The first is that the employer registers the unit with EPFO and gets an establishment code. In the second tier, each eligible employee is made a member of the establishment (with the establishment code) and is assigned a UAN.

Hence, for employee data connected to EPF registration for employees, a user is essentially looking for their UAN, their monthly deduction and their withdrawal rights.

What Is EPF and How Does the Employee EPFO Account Work?

Once you figure out EPF is three schemes combined into one account, it will be easier to understand.

  • The savings scheme (EPF Scheme, 1952) — the contribution of employee + provident fund contribution of employer is accumulated with interest and is available for withdrawal on leaving the employment or retirement. This is the balance showing in your passbook.
  • EPS pension scheme — 8.33% of the 12% employer contribution goes to the Employees’ Pension Scheme, received as pension during the pensionable service (EPS, 1995). This can’t be taken as lumpsum in a similar way.
  • The insurance scheme (EDLI, 1976) — A small charge met by the employer that gives life cover for the nominated family member (which is why nomination details are so important).

What Is EPF for an Employer?

For an employer, EPF isn’t a one-off form but a cascade of ongoing compliance obligations. They have to deduct and contribute the employee’s 12% share, pay its own 12%, seed employee KYC records, and submit the Electronic Challan cum Return (ECR) by the 15th of this month. Late payment comes with 12% interest per annum (Section 7Q of the Act), which is why payroll teams don’t accept delaying the ECR date.

Is EPF Registration Mandatory?

Yes. Once an establishment crosses the 20-employee threshold, EPF registration becomes mandatory under the EPF & MP Act, 1952. This includes factories, shops, hotels, restaurants, and most commercial establishments. Establishments with fewer than 20 employees can also opt for voluntary coverage with employee consent, and once covered, the coverage generally continues even if the employee count later falls below 20.

Is EPF Compulsory for All Employees?

All employees of a covered establishment whose basic wages and dearness allowance do not exceed Rs. 15,000 per month are to be members. Those employees who were already members and are earning above the ceiling are normally retained as members. A new joinee above the ceiling can be excluded by the prescribed joint declaration. Rules are different for international workers.

EPF Registration Process for Employer: How to Register for EPF as an Employer

Almost all registration is now online, and most employers take a couple of working days to register if digital signatures and establishment registration documents are prepared.

  1. Make an employer login — Sign up on the EPFO Unified Portal (or Shram Suvidha portal) with your business information and PAN.
  2. Verify with DSC or e-sign — the authorised signatory verifies the application, which then unlocks the employer dashboard.
  3. Upload business details — type of business, date of registration, number of employees, bank account and cancelled cheque.
  4. Submit and track — after approval, EPFO will provide the establishment code and the employer will be able to start uploading member UANs.

EPF Registration Process for Employer: Documents Required

Prepare these in advance: PAN for the business, certificate of incorporation or registration, cancelled cheque and bank details, proof of address of the business premise, list of directors and partners with their PANs and Aadhaar, digital signature of the authorised signatory, and details of salary and employee strength. Information on PAN that doesn’t match is the main reason for applications to be rejected.

EPF Registration Process for Employee

From the employee’s perspective, the process involves fewer steps. The employer creates a UAN and gives it to the employee, who then activates the UAN on the EPFO member portal using a one-time password.

Next, the employee links Aadhaar, PAN, and bank account details as part of KYC, which helps ensure smooth withdrawals and transfers. Submitting the e-nomination for EPS and EDLI benefits should be done promptly after joining.

EPF Registration Online and EPFO

EPFO is the statutory body under the Ministry of Labour and Employment administering all 3 schemes, and registration, KYC seeding, transfer, ECR filing and claim settlement are now done through its Unified Portal.

EPFO for Employers: What Does the Portal Handle?

The structure — Employers would use the same portal to register establishments, upload and pay monthly ECRs, add and remove members’ exit and entrance dates, and generate a UAN. It’s also where an employer would download challans and paid receipts for audits — what an inspecting officer would ask for.

EPF Registration Certificate and EPF Registration Fees for Employer

Upon approval of registration, the EPFO gives a registration certificate indicating the code of the establishment, which proves EPF cover for opening bank accounts, tenders, statutory audits, etc. No Govt. fee for EPF registration — the EPFO portal has no registration fee. The consultant/service provider fee will vary based on the employee strength and compliance fees for the services, which may start from a few thousands of rupees.

Final Checklist for EPF Registration for Employees

  • Determine if the 20-employees threshold applies to your establishment.
  • Gather PAN, proof of incorporation and bank details and signatory DSC.
  • Register fully online and receive the establishment code.
  • Create a UAN for each employee who is eligible.
  • Require employees to activate UAN, seed KYC and file e-nomination.
  • Complete the ECR and upload contributions by the 15th of each month.

EPF registration for employees ultimately protects two parties at once: it protects the employee’s retirement savings and insurance, and it protects the employer from interest, damages, and prosecution. Companies that build a monthly ECR discipline early avoid most of these costs. Foxtax supports employers with EPF registration, UAN setup, monthly ECR filing and end-to-end payroll compliance, so the paperwork never becomes the reason a benefit gets delayed.
